American cops Bud and Lou are up to their old shenanigans in London, learning the methods of the British police force. They screw up royally and decide to catch the murderous madman stalking the foggy streets in order to get back into the good graces of the law. This puts them in the path of Dr. Jekyll (Boris Karloff, who seems a bit bored) and his brutal caveman-looking alter ego Mr. Hyde. He claims to be experimenting with a way to tame the beastly nature of man and end violence forever but he actually uses his transformation into the monstrous Hyde as an excuse to do awful things. A blooming romance between his gorgeous ward Vicky and a smarmy reporter further complicates things. There are some genuine belly laughs to be had from one of the best straight man/bumbling goof combos ever but there also seems to be a blanket of lethargy over the whole film.
